I can report that I've tested a 802 at my home and it runs my 3T heatpump with no problems. The total running amps for the unit is around 16-17 amps (compressor and fans). Your mileage may vary.
I'm going to cross reference the connectors to the MIL spec pinout diagrams at the link below. Hopefully they are there.

I don't recommend doing this to a known good working set until the research has been done to determine the practicality of such a modification. So far as I know there is no information available to do this.

For sure if the RPM is low the VR is going to have to work harder to get the voltage up in stator. That absolutely could blow the fuse on high current. Its a good thing the fuse was there otherwise the exciter would have been toast for real!
The Fluke 87 I use has a special "fast" mode for this kind of stuff. You have to hold a key down while you turn it on to enable it. Otherwise its sampling rate is too low to catch this kind of thing. If you see sample rates in specs you need something with a capture time of a couple of...
Solvents are painfully slow on these things. I've burned out several. Just not like that. VW recommends replacing them because they are so hard to clean out.
I've not had any issues with bolting everything back together when done.
Even though your resistance measurement suggests the stator is ok the voltage and blowing fuses suggest it's not. I would lean towards believing the latter more than the former being the case. I recommend doing more testing of the stator. Get a meter that can accurately test it and check to see...
