The trucks did NOT come from the factory with a cigarette lighter hookup. There is no spot on the fusebox for one. If it has one it was added later.
It is indeed an oil sampling port. Some trucks have the port and most do not. It is listed in the Parts and Tech Manual.

From the parts manual I looked for the picture of the item, found the part number - RCSK15028 and googled it.

We need to know what model of truck you have. Is it a true water tanker? Is there a data plate of the dash? If so it should say something like M50A2 and there should also be a NSN number 2320-00-077-1633 (or something along those lines)
The air line only locks the fan in or out. The speed is controlled by the engine speed.
Have you downloaded the free Technical Manuals for your truck? There is a link at the top of the page.
Item #6 in Figure 51 of the TM 9-2320-386-24P parts manual shows the shutter valve. It is temperature...
Do you have a A2 or an A3 Deuce? The A2s have an in tank pump. The A3s do not.
It may be a simple as replacing the 3A slowblow fuse on the in tank pump.

All we know is that GL has pulled all the M series trucks and the Forestry Departments are no longer getting any trucks.
