You can't, DRMS only deals with state and foreign governments, local municipalities, airports and some governments supported not-for-profits. Once they exhaust those outlets anything left over goes to GL.

I think it is interesting to note that they have not pulled the m35a2s again yet. I also think it is safe to say that GL deuce prices should be lower if they go back on sale. While I know that GL "shill bids" I doubt that the Dept of Defense cares.
