The fuel cutoff solenoid only retracts when you try to start, not when priming. I'd start with valve adjustments then governor adjustments. You are obviously getting fuel past the IP. Crack fittings at each injector while cranking to see that each cylinder is getting fuel and all air is...

Last week or so a member indicated he had to buy a dozen Champion glow plugs to get the 2 or 4 he needed and offered the excess for sale, Maybe he will chime in. If not, I have some tested slightly used ones. Not soliciting, just trying to help.

After bleeding the fuel system, even though the fuel lever on the side of the IP may move freely, hold it up in the max position while someone else cranks and see if you get fuel to the injectors.

The 004s do come with a noise suppression kit (on Gubmt Liquid) on occasion. Would help with line droop and noise and some of the suppressed units come on trailers.
