If he's going to title it in MS and not charge you anything in addition to what you pay for it then that's the way to go. There's a whole lot less hassle walking in to the DMV with a properly signed title and bill of sale than trying to explain why you have an SF97 in someone else's name.
I would think there'd be at least a shade tree mechanic in your area that would replace a timing chain. It's not that hard of an operation but the majority of the time would probably be spent in teardown and reinstall. This leaves it sitting for a while unless the guy is willing to make a day...

Yes mine does have a winch. Surprising that the mileage is correct as it is probably the best condition one I've seen at Ft Sam. They must have done a good job on the rebuild.

That adds a minimum of $300-$600 to what I'll bid on something close. Unfortunately unless it's at Ft Sam I'm going to have a minimum 2 day trip to pick anything up myself or pay the extra for transport.
I really wanted to bid on one of those but I just bought a deuce. If I'd brought another trailer home I'd be living in it. 104 here today so I think I'll stay in the house instead.
