Okay, a couple of states closer now. Vehicles are in Iowa and will be staged there until after Christmas. The 1009 on the truck is TexAndy's and the 1010 on the trailer is, of course, mine. It really stinks waiting for Christmas when it comes a week late this year.
We had the same problem with a truck I helped Green_Gator pick at in San Antonio. If the batts are dead enough they don't retain enough amperage for the lights to work even with the truck running. Swap in a couple of WallyWorld specials and you'll probably be good to go.

Is the plate that goes across the back of the 1010 strong enough to mount the pintle to? Maybe sister a heavier plate across the back mounted to the frame?

Take the time to go through the CUCV TM and follow the maintenance checks. I would also check the starter bolts to make sure they are torqued correctly. After having to spend hours trying to get a drill into one and then use an easy-out you'd regret not checking them now.
