Should be 14 volts take it to a parts store and have it tested, or try a different volt meter to verify the issue.

I believe the output is adjustible. Check it with volt meter, if steady set it to 28v.

I've posted a link on here a few times to a source of reasonably priced tubes. they make specific size tubes for a reason, they size them like they size tires. Just get the proper tube for your tire, WTF!?

on MOST 16.5" rims and all M880 rims, I have a couple sets wth the bead. yes, an old school civi powerwagon wheel.

I have 36" humvee tires on my M880 and a M101A2 trailer. I haven't tested it but I am sure they would fit (tires, as I know the rims fit)
