Not an uncommon situation. The truck could have came from the Gov't that way. Personally I'd get them to issue a title with the frame vin and buy a replacement data tag for it.
I agree with skinny for snow, so you can cut down to hard ground.
skinny tire for a muddy road? maybe, but for mud off road????? sorry I'd rather not have it sink in search of hard ground, wider is better.
Clark Truck maybe? I think the M809 series speedo adapter will work.

99.5% of light issues are ground related the other .5% is either the 3 lever or the relay next to the fuse block.
The 3 lever needs to be set to service druve for the factory light switch to get power.

There is no way I would put a trailer frame under the truck frame and certainly wouldn't weld it on.
While the 1400's are taller than the 395's
the 395's are about 1 1/2" wider than the 1400's
I have been told that the 1400's on stock rims rub less than the 395's on stock rims, on the front axle.
So far the biggest tires I have put on a deuce are 1100R20's .......................
Kinda sounds like combustion pressure leaking into the coolant system.
If it transfers coolant to the overflow tank when it is still cold it is likely a head gasket.

used machine tool coolant = mostly water and machining fines
unused machine tool coolant = water soluable (most anyway)
I would not put a water soluable oil in my tank.
