It's more than likely just drag on the gears inside the pto. This is normal (especially with the gear oil cold). As long as it doesn't turn with the shaft hooked up you should be ok.

You can bend it by hand if you heat it red hot. You can bend it cold with a 50 ton press.
I'm confused as to why you say it has to be bent and not welded. A competent welder can weld it every bit as good as a bended joint.

125 is a little too close to the operating pressure. I'd look for one in the 140-150 range.
The valve is not ment to regulate operating pressure. It's a safety valve to keep the air system (mainly the tank) from exploding.
They are standard air pressure relief valves. Can be bought at any truck shop (NAPA).
Like Gimpy said, you need to check your pressure to make sure is within spec (120psi) before you replace the valve.
