Yup, that is where they went - I installed lower shackles along with the uppers for a quasi-M35A3 bumper look. The A3s have double the shackles, not sure why, but I got more places to hook onto.
Also note the dual steps, on each side of the bumper, makes for easy climbing up onto the bumper...
