I thought the way you measured the diameter of a bias ply tire was take the first number and double it, then add to the second number.
So, for 9.50x16.5 = 35.5 inches
and for 9.00x16 = 34 inches

Unmanned sites usually have to have an appointment made at the contact number provided in order to see the trucks. It just means that noone is there regularly, so if you just "show up", you're out of luck.
