Post a few pics of your injection pump. Top and towards the rear. A look through the parts TM, should help you see the parts we are referring to. You need to open the hood while operating it and see if your aux gov is operating.

I'd start with removing the shut off cover and looking for fuel from the hydraulic head tappet shaft, and orings.
