I think all Civy Blazers of that era with a 6.2 diesel should have a 700r4 not a th400. If someone ordered a half ton vehicle, I think it should of had a th350, not the th400.

I would first spend money to have someone put it on a modern alignment rack to see what each tire looks like. If you have zero toe instead of slight toe in, this aggravates the problem. Plus you will see if you have any setback, caster, or camber issues.

Sounds like the cluster is powering up even with the key off. Does the 4wd light come on to if you shift the tcase?
Could be a bad ignition switch. I'd say look at the TM and figure out what wire powers the cluster and see if it has power with the key off.
