Since it was operational, look it over closely for forklift damage. Transmission housings are commonly broken from this.

He could also have a mis-adjusted brake pedal to master cylinder push rod. A sticking M/C, or most likely a bad air valve on the air pack.
I would rebuild both and properly adjust the push rod.
I recently brought home an M931. I noticed it had up and down movement in the steering column.
I removed the column and disassembled it completely and found that at some point the steering wheel had been removed and that allowed someone to push down on the shaft and the lower retaining clip...
They are fishing...
I have gone several years without a heater in one of my regular use trucks.
I have a heater in it now. While it is much better, it is not a must have.
