I have cleaned and resealed all the primer pumps on my trucks.
I have also replaced those fuel lines with new.
I think it's a good idea to have a functioning fuel primer pump.
I also replace the rubber lines. Many times they are cracked and suck air(but do not leak fuel).

In your picture, it looks like the battery cables were impropperly connected. Was that resolved?
You can do a very minor modification to your wiring and safely use a 12v starter.
I had to replace a faulty switch. It was doing something like what you described.
I bought a used take out from Delk's. (google delk's surplus).
They guaranteed(I asked) it would be good, or they would send a free replacement.
That solved my issue.
