The 6.2 in my 1986 M998 starts nearly instantly also. As in, you just hit the switch and immediately release and it's running.
Not exactly the same, but close.
The 8.3 in my M936A2 is the same. Just bump the switch and it starts, probably the first time any of the 6 pistons comes up on...
We put a 16.00 XZL on a 5ton combat rim. Mounted it on an M923A0 . At full turn on a level parking lot it made contact.
To get around this you can -
1) live with it
2) use hemtt rims up front (or all 6)
3) adjust your steering stops

If you're doing primarily off road and heavy, the XML in 395/85/R20 is good choice.

They only started specifying "clean" when they were selling with and without the stamp, to differentiate the two.
This is why I suggested just going to the DMV as a first step. They may just issue a NV title and registration.
Calling them will do no good. What they say on the phone bears little resemblance to what they'll actually do or refuse to do when you're there.
