You'll need to remove the original and install and electric fan, if that's your goal. But, an electric fan will die fast if submerged often.
Maybe you need a snorkel.

Did they install a starter brace/support?
Did they give you your old starter back? I'd simply replace the bendix housing on the old starter. Do you have a good starter repair shop near you?

When you install the tensioner, be sure to shim it if needed. Do not try tightening the bolts to close the gap at the ends. They usually have at least one shim/plate.
There is no corresponding spline on the shaft, to match the missing spline on the slip yoke.
In order for a shaft shop to index the splines to the opposite ends U joint position, they will need a/an(original) slip yolk.
The blank spline serves no purpose.
