On 809series trucks (and presumably the older multifuels) i think so, but I'm not sure. I didn't mentioned it because he didn't mention tire size.
Usually, the only reason you see hemtt rims mixed with combat wheel is to clear 16.00's on the front.

At that price they're tempting. Also, being 16.00s the weight rating is higher which makes failure less probable in your use.
What do you have for wheels? On 939series trucks hemtt rims are needed for 16.00s or they rub. I don't know if this is applicable to your M51...

Shift into low, throw it in reverse and have at it. You're fine.
Talk to someone in FL who has registered a hmmwv recently in FL. Many places have specific exceptions and refuse hmmwvs. I have no personal experience with FL and make no claims this is the case. But it is well worth checking before you've sunk time and $ into a vehicle and find the path blocked...
There's not a 17 digit VIN. There's a (typically 6 digit) serial number. This gives most DMVs fits. I know people have them registered in FL, but it is almost certainly a far more tedious and aggravating process than you think.
