I think Microsoft Vista has it built in or if using Vista or XP you can use VSO Resizer (Google it).
It works well. Just use the free version and click past the buy it now screen.

Oh, and you may want to make sure that the tank isn't already leaking and taking on water. Use clear tubing taped to a long stick and dip it into the tank and pull it up slowly so that you can see if there is any fuel oil or water.
A compromised tank is an EPA nightmare waiting to happen.

I got a small drill driven pump from Northern Tool (I think) for about $70 if you can swing that.
It was rated for fuel and you really should get one that is rated that way. Just hook a couple of hoses up to it, one in and one out.
Since I am not bringing a truck this year I'll have my Dodge 4x4 to pull my travel trailer and I can and make fuel runs if needed for anyone bringing cans to use.
I haven't yet but the reason I posted was because the e-mail had included a review of the product and it just plain worked.
It was being used to remove rust on bolts and the included pictures showed a world of difference. It was for firearms but you have to remember that it also removes bluing...
I got this from an e-mail I received about cleaning firearms. It almost looks too good to be true if it works.
It would be handy to put into a fuel tank and tumble it to remove all the rust.

Second, the proper spelling for the Deuce is Deuce. (Okay, so I am nitpicking...)
