The way I did it was to mark the outline of the U-joint yoke in place on the disk. Unbolted and out comes the disk / rotor. Over to the plasma table and cut and save the center. Touch up on the grinder and back in...Done and DONE. It is a centering spacer now for alignment to the U-joint and...

There is another / option heavy duty bracket (like 7/16 ? inch thick) that mounts below the exhaust to a boss on the engine block. Might look into that set up.

Yes... the 571 is the control lead to turn on the WAIT LED. This is done at pin "E" cab harness to box. Internal CPU logic pulls this "low". Don't worry about it... UNLESS your connector is all wacked up. Another clue to BAD BOX..

Time for a new one. To investigate... peel back the plastic and look for the coil wires to have the enamel burnt off. Shorted winding/s is what we are looking for too. To check measure the resistance and verify against the book.

Is that NOW QUOTE "when I connect to the the engine" Well.... What's that tell you? When you get the goofy 5 volts, where was the meter ground connected? This could be a clue?
Don't wait...build it. Some owners have experienced "failed grounds" and swear by slapping on some wires...
If your meter is grounded to engine and #27 has 5 Volts... need to figure that out IMO. Same as brake LED SOOOOO.... Wassss UP ⬆. Might want to check the Packard connectors and the crimps to wire inside. How about all the grounds. Everyone needs a ground kit ???

Watch out using the flow chart troubleshooter. Portions were written around the old Protective Control Box PCB. Those"glow plug controllers" had bi-metal switches (hard contacts) and the TSU's are solid state (electronical) YEP that's what's in them. Those readings may / will be off if...
