It is normal to see the belts driving the alternator (top side) to be flopping / whipping what looks to be slack. No worries. At idle diesel engine banging away is not a smooth continuous power and belts start a harmarmic dance between engine firing and the three phase...

Three belts are going to be stinker to dial in if not a matched set. Go with tight and no slipping, slapping and squeaking but not so tight to overload the spinning...
YES, It's part of the kit. Closes off the gap / opening between body to top of bumper. I did and like it. May require little roto file action to line up, easy one minute job. Rivet and done.

Thanks for the follow up. Colorado gets snow? Be careful and manage one's confidence / control in the big bad ass, go anywhere Humv. They can be a little squirrely in snow / ice / slick conditions. Know your rig and double check the others moving about.

Looking at the two, they both do the same thing. Top one HumV standard and it too as the check valve / flapper on the end.
Bottom one looks like NASA built it for the space shuttle.

We all know are HumV have some built-in idiosyncrasies or just plain dumb not well thought out design IMO.
