Note, you said starter relay, he said glow plug relay. What part number was the (wrong)relay you installed...
A "Ford" relay is not the correct relay. You probably have ruined all of your Glow plugs and possibly your glow plug controller.
Get the -20 TM and troubleshoot everything.

If the starter cranks with the under-dash relay removed, you have a problem with your starter motor solenoid ( and or motor, or wiring).
The problem may have been induced by a bad under dash relay. Testing yours may answer the original cause.
Either way, I would replace the under-dash...
Ground the small GP relay terminal with the light blue wire on it. That will "hot wire" the GP relay on. You can add a pushbutton, and still use a controller card when you get one.

It helps if we can all reference the items as the TMs list them, so we all know what were discussing. We can reference page numbers, pictures, and part numbers with the TMs.

I'd bet you'll find a few for sale on ebay, just by searching the part number.
No, your best bet is to remove the shut-off cable side cover and look inside for a fuel leak from the hydraulic head(with in-tak pump on). Then replace the orings if there is a leak. There are 3 of them.
