I have seen others post this same issue. I don't recall the determination of the problem.
Off the top of my head, I would suggest you remove and clean(with carb a choke cleaner and a blow gun) the return line check valve(on top of the IP).

Your looking in the wrong place. Every Military truck has a set of technical manuals. They document everything from operator usage , parts with NSN numbers(that you can look up for...
As for what will fail, well what ever part is compromised or in bad condition, may fail before the planned safety item(shear pin).
Unless a cable is new, I would never trust it to hold it's full rating.
