My truck makes that noise, when I first start it and its in high idle, goes away when the idle kicks down, Its the skid plate on the fuel tank. I also had the air cleaner issue, it only had one wing nut. Hope this helps

just checking for voltage isn't good enough, you need to loosen and tighten all ,connections start at the batteries, i had the same problem, everything checked out OK had both 24volts and 12 volts where they belonged, but nothing worked, it was the 12 volt posts above The glow plug solenoid...

when i broke mine the second time, i got some left handed drill bits from harbor freight, they help to loosen the bolt before you use the easy out.
