since I work for a sheriffs office, I would park it at either the SO or Jail...there is someone there 24hrs a day with eyes on her.

I personally like the door "deadbolt" lock idea, along with the chain on the steernig wheel. I believe that these will be best to accomplish the goals. Not to mention the air open @ all ports. this will prevent any braking or anything else that requires air.

Many years ago (might have been decades) the folks at Grant were peddling a removable steering wheel. Motto was "No Wheel, No Steal". It even came with a bag to tote the wheel around the mall with you. Was a novel idea at the time. If one were to adapt that to the deuce you could just roll the wheel beside you like a spare!
