It sounds like bad grounds. Pull the lights and check for a rusty screw on the ground wire or a broken wire. It could also be a rusty bulb socket.

Mine always looked and felt like a steering wheel so I never bothered. Unless you have power steering you may want to stay big. You need the leverage.
