Mine did that when I first bought it. It ended up being the plastic gear stripped out down in the transfer case. I think it was around $6-$10. The local auto parts store in germany was able to get it then. Now you might have to get it from a dealer. Easy part to change.
I know I looked into it a couple of years ago and it would have cost around $600-$1000. If I remember right they sell kits for doing the conversion. I think LMC had them. I had a tough time finding info for awhile.

Just to think, I used to do that stuff in autobahn construction sites, near where I lived over there. Come back to the base and have to open my door to show my ID cause there was too much mud on the windows.
I know alot of older fire trucks started with 24V. Up to at least the mid to late 70's. Later on most of the ones still in service were converted to 12V.
Remember these trucks were bought when toilet seats cost $2,000-3,000, and a hammer was a few hundred dollars too. These trucks should have cost far less than the GOVT. was paying for them especially in the quantities they bought.
with 250 gals you are at 2000 lbs of water weight, at that point you just have to watch whatever else you put on there. Especially if it is an M1008 vs the M1028 with the since you have around an extra 600 lbs to work with.
