I install all of my connectors with dialectric grease to keep moisture out. I also learned a hard lesson and added a coating to the top of the cannon plugs where the wires pass through the rubber to seal-off that potential point of moisture ingress as well.

The fuel filter on the humvee is an element contained within an aluminum housing mounted on the LH engine firewall. When you buy a new filter element it comes with a new O-ring. Leakage can happen either at the O-ring itself, or at one of the hoses.
