The other thing is that these IBC totes are light enough that I can throw them in and out easily (when they are empty). The hoses are quick coupled so I can empty the bed in less than 10 minutes.

If you are just going by the writing on the building........I have been in many places in this country where I have not seen a sign in English for multiple square miles! Spanish only, yes; Chinese only, yes; etc. So that could have been in East LA?
Welcome to the fraternity! You will find a world of technical data and expertise here, along with a lot of real good folks.....and an occasional (well you find them everywhere!) The M37 is a great truck and you have found a really big support group here.
This appears to be a WWII? Dodge chassis with center fold hood and flat fenders. The rest of the sheet metal is gone. Drive train is intact (probably frozen up). Check out the pictures.
