Have you taken the starter to a shop? They can check the armature with a growler, and they will check your field windings. Is the drive end bushing really loose? That will allow the armature to drag on a field coil shoe. What do the brushes look like?

Call your friendly neighborhood commercial electrician. He should have a set of Greenlee punches that go up to 4". Makes nice round holes in sheetmetal a whole lot easier than with a holesaw. The only problem is that the punches only come in certain sizes. You might end up with a holesaw...
Regular kitchen contact paper makes a good stencil. Apply to truck, lay out star. Carefully cut contact paper with an Exacto knife, peel out star. Paint. Easy!!
Shooting CARC is not dangerous if you take the right precautions. A $10 paint suit and a $40 respirator and you can shoot standard CARC. Anyone wants to do so, let me know and I'll give you the McMaster Carr part numbers for the safety equipment.

Thanks for the plug on the CD. I am adding every manual I can find that is pertinent to the deuce. I really need a gas engine manual, that would really be a nice addition.
