Sounds like a flexplate (flywheel) to me.
I had an '87 chevy that did the exact thing you describe. It would screech once in about 5 starts. If I let it set for 30-45 seconds, it would start right up as normal. I finally gave up with the waiting, swapped the flexplate, and it fixed...

The cutoff cable being broke allowed him to forget the accessory switch. Since the accessory switch was not turned off, the in tank fuel pump continued running (until the batteries gave out).

Lucas has an EXCELLENT marketing department.
