I don't think that proving military provenance is the issue. With regard to registration, I think it's FMVSS compliance as signified by a Certification Label or proven otherwise.
At least in the Wis. cases, the issue was vehicles without Certification labels (signifying compliance with FMVSS)...

No, there is a $30 one-time registration fee, and then there is NO annual fee required for as long as YOU own the truck. It is a lifetime registration, just like Hobbyist, Collector, and Antique plates are in Wisconsin. We really have pretty good choices now.
