I have no information on NM CDL regulations, however I did this in MA to get the correct answer:

CDL requirements are very state specific, research, call your local state commercial vehicle enforcement division and ask.
Here in MA I can drive anything with air brakes on a regular class D license so long as its for personnel use only, not in commerce.

If the 15A fuse blows immediately you almost certainly have a blown ECU.

I got one of these from eBay, put it in a diecast project box I had and mounted it next to the PCB on the angled piece that acts as a guide for the hood.
It's connected to Line #10 that is the B+ permanent line to the ECU. I also added a relay that feeds the switched B+ to the ECU, yellow wire...
Added a surge protector to the lines supplying the ABS ECU.
Replaced the ABS ECU - now I have ABS again!
Fitted the Cargo Cover I purchased from a fellow SSer.
Pressure washed the truck and started preping for a paint job.
ABS now Working!
I spent the last few days as time permitted to add the surge protector and a relay so that both the Perm + and Switched + to the ECU are protected.
Swapped out the bad ECU for the new one I purchased on ebay and all is working, ECU self test passes and the ABS Light goes out...

I did get an ECU and valve assembly from ebay. The 15A fuse blows as soon as power is applied, unplugging the ECU, fuse is fine so st least that rules out a short to ground in the cable but confirms the ECU is a gonner!
