Put the red(hot) clip to the side of the solenoid that goes hot when you first turn the key on( the side that goes to the glow plug), then put the black ground clip to a good ground such as the base of the solenoid where it bolts to the truck. Sounds like your solenoid may be bouncing in and out...
I believe most states would require the SF-97 be changed into a title by the original owner,not you. It's not transferable ever that I know of. In other words don't let him hand you the SF-97 and think you're OK.
They probably won't be cheap either, they sold for around 10k in new but flooded condition ( of course they knew that but washed them and never told us). They had mud in the starters and wouldn't run but other than that and the rusty caliper bolts ,bad batteries they were never used. They cost...
Depends on what you want. The older units are smaller, 2 would definitely be better, the big newer panels will do 4 batteries by themselves. They won't by any means put out so much to be hard on a battery. In other words it's not like putting on a shop charger turned up to max. But for a vehicle...

Call me sometime at 402-729-7900, the manual is on the way to me(800 pages) so too big to copy reasonably but I can look up info and copy that. Remember tho, mine is a 1987 on the old C cab, cab over Ford chassis, not sure what differences there may be. Paul

I just got my 1987 de-icer home and it has a wiring diagram for the part that blows hot air to take snow and frost off the wings. Maybe this is what you need???
Civi trucks generally can't be aired up in reverse because of one way check valves in the air tanks. They are usually aired up by going into the wet tank(first tank back from the air compressor) or going into the line that is the outlet from the compressor. Google a tool called a Brake Buddy...
