Correct. The air governor detects the system pressure level. When the level reaches 120psi the governor sends air to the unloder valve on the top of the compressor causing it to stop feeding air into the system. If air to the governor is incorrect it would stand to reason this would cause...

Yeah, jewel alright. Mine was inop when I purchased the truck. I bought a "new" one last summer and within six months when it got cold out the buzzer became intermittent. The lights function as they should. :/
I believe the small wire is either a voltage reference which controls how much energy is output from the alternator, or a signal to the protective control box which indicates the engine is running so the starter can not be engaged. Knowing the wire number would help to understand it's function...

Okay, now we know the horn solenoid is not the problem. Wire 26 is not the problem either, it should always have 24V on it. Somewhere wire 25 is being grounded is what is causing the horn to blow. Wire 25 could be making contact against the body anywhere between the horn solenoid and the horn...
