Have you ruled out the horn air solenoid valve by disconnecting the wires to see if it stops blowing? A spring causes it to stop blowing the horn which may be wore out or stuck.

It sounds to me like the air valve on the horn is always allowing air past it to the horns regardless of wheather or not the horn switch is activated. The horns probably do not produce sound at less than 59psi. The constant air drain from the horn air valve is keeping the pressure from building.
The unloader valve is built into the top of the compressor. It has a spring which keeps it in a position to send the air generated by the compressor to the air dryer. When the air governor senses 120psi it sends air through a small line to the unloader valve overcoming the spring and changing...

You can remove the small air line that goes into the top of the compressor(unloader valve) to rule out the governor. If it still wont build past 90psi with this line removed then the governor is not the problem.
As was mentioned mounted in the inside of the drivers side frame rail about even with the rear of the fuel tank. Disconnect it and jump the wires together. If the brake lights come on then you have found the problem.
