That was my bad...I looked cross eyed at the TM and saw two different NSN's. They are the same breaker for the 002a and 003a. I verified this with a spare output box I have for an 002a sitting in my garage and the new 003a breakers I ordered. They are the same.

Not sure if you have any kind of hard start kit/ soft stater on your heat pump, but starting current typically is about 6 times the motor full load current. Your meter may not be fast enough to catch the peak current reading on startup. At 11 - 12 running amps, the starting current should be...

Then you know that the hard start kit is your cheapest and easiest option.
Just like troubleshooting electricity, or A/C units. Start simple, then move to the more complicated issues. Start with the hard start kit and see if that accomplishes your goal before you re-engineer the generator.
Sounds like you don't have a neutral.
If you loose the neutral wire, you'll get decent readings from phase to phase, but the phase to ground/neutral will be all whacked out.
I just came back through and read this post. You do realize that the main breaker for the MEP-002a and MEP-003a are DIFFERENT, right?
That would explain why you tripped it out at only 30 amps regardless of where R3 was adjusted to.
Even though they look the same, the 002a has a contact...
