It is kind of like a PCV (Positive Crankcase Ventilation) valve on a gasoline engine, just a way to manage engine blowby. They can fail to work as designed when they get full of crud.

Kingpins, cracked frame, all really good suggestions.
Also worn / broke spring eyes and spring bushings can cause steering issues as the axle moves forward and aft.
Kingpin upper bushings / springs are not that bad to replace, if the lower bearing is bad it gets a little more involved as...

Just tossed on a NOS 25042443 CDR valve. Welded a couple new nuts to the bracket to clock the newer style clockwise a bit and it turned out pretty clean. (This is a civilian 6.2).
As of 1/26/18 there are at least two sellers on eBay selling new CDR valves for under $18.00.
I did check the list first... But the number on the left side of the hand engraved plate can be interpreted a few different ways. Best any of us can do is guess with only one photo from one angle. Photos can lie...

I’m unaware of any passenger side drop high pinion Dana 60 front axles for GM applications. I don’t think they were ever used by GM. Ford drivers side drop yes - GM no. That being said I could be totally wrong.
