Based on your description. I would say this is strictly 120/208 3phase and not convertible to any other configuration. You could get at least 2/3 rated output using 2 of the 3 lines and the neutral.

Also if you buy one on GL you have to wait for the EUC to clear and that can take some time. If you like gambling and fixing things.... If you wait until you really need a generator- such as a hurricane arriving the prices will certainly be at a premium.

You could run Kero but would not be as good for the injector pump. I use left over kero in diesel engines when I have left over from my kero space heater at the end of the heating season.
There are different insulation types- you must be looking at one rated at a low temperature. You can buy 10/4 30Amp generator power cables rated for 7500W generators at any RV store all day long. I would see no issue using this cable with a 5KW generator.
Was the check ball dirty enough to require cleaning? If so, you either repair the fuel pump or remove the check ball....For long term reliability I would look into the fuel pump.
The military would only have used DF-2 (diesel) or JP8 (almost the same as diesel). Maybe someone was trying to flush the system with some type of solvent- but didn't flush it out when done?
I believe that the hydraulic oil only applies to the precise unit and not the utility version.
It sounds like you have a lot of troubleshooting yet to do.
Don't worry about the fuel gauge until it is running- just make sure that there is fuel in the tank for now.

It could be a fuel/air leak, even if not it is always good to fix them. Do you see any signs of a fuel leak? Such as sweating?
