It is coming from that general area and what is coming out is certainly not oil. Maybe it is somewhere near that. Checked the cooling system and it is definitely still under pressure.
Yes absolutely. I have an emergency pack of things I take along on all trips. Jury is still out if I want to risk it or not. I certainly don't want to damage anything.

A little over a year now. It was a firetruck before I got it so it was well taken care of. The main things I had to do was replace the alternator, the axle seal on the passenger side front, and also rerouted the heater core lines recently.

My apologies. I sometimes get mixed up between here and the Facebook group that I am more active in. The leak from before was the manifold heater. Was a simple fix of just plugging the lines.
Yes it has been below freezing. In that case I might have to reweld the canister (after disassembly from the truck of course). Although the leak didn't get worse when I started the truck...it actually stopped leaking...
I am not exactly sure about any sounds the radiator cap makes, but yes it is just straight water on the ground, or appears to be, and I know there is antifreeze in the radiator.
