If you say it leaks under a load maybe try revving on the engine with the trans in drive and the brakes on and then look for the leak. Be careful, you don't want to get run over.

Finally finished installing all my new 1600r20 michelin tires on the m925a1. My old 1400's had major flat spots and were all chewed up and it used to ride like a bucking bronco. After the 1600's were put on it rides alot smoother and doesn't buck at all like it used to.

The first thing I would check for is if the cable is siezed, broken or just out of adjustment. You can see the lever on the pto move when you move the lever inside the cab.
