Well in that same manual there should be a diagram of the correct clip that is needed. You should be able to get the clip from any Stanadyne dealer if you cannot from a local parts store. However it is likely a common clip that the parts store should be able to get.

Take the top cover off of your IP and inspect for small plastic fragments in the fuel. If you have them your IP is the issue, if not it is likely something else.
Use this video as a guide to take the cover off, you only need to watch the first 1:30 and again from 3:35 to put the cover back on...

When I got my 1990 I read that the TH400 was standard in the 3/4 ton, but you could order it with the 4-speed 700R4. My 1984 was ordered with the 4-speed and towing package from the build sheet on the fender. It has a large trans cooler and not the 4 core radiator like our CUCV have.
