The military took into account the .80 (80%) power factor rating, that's why the set is rated for 10KW at 80% PF. The TM states "A 0.8 power factor load equals a 100% meter reading for maximum rated load. A 1.0 power factor load equals a 80% meter reading for maximum rated load"

27.4 volts at the batteries is OK, but if you're reading 28.4 volts at the alt with a meter, and dropping a full volt in the short distance between the alt and the batteries with that big wire, you have a problem somewhere. If you're reading 28.4 at the alt you should have 28.4 at the batteries...

Kevin, Sorry to hear about your luck. I think several people have hit the nail on the head with the air issue, It would be a very good idea to start with the governor mounted on the firewall. They are very easy to take apart and clean, so it shouldn't be a big deal...just watch the springs...
