I scanned through the manual but I couldn't find any kind of range for it....the 003 tells you the adjustable voltage range of the rheostat in the manual, so you know if you're not getting the voltage you need to start looking for the problem.
I have the cable here at the house I can bring along, but the first adapter I do NOT have....and the only Radio Shack I am passing near will be closed when I go by it....if someone else can bring the adapter, I'll bring the cable.

I was looking through the TM for the 016, plus I re-read your post...that I misunderstood the first time around. It's easiest to check the rheostat first and make sure it's giving you a good linear increase in resistance from 0 the whole way through to the max reading...whatever that may...
the voltage regulator isn't going to change anything about what it does no matter what position your selector switch is in. I remember looking at the prints for the 016 a little while ago, I seem to remember them being a little convoluted when it comes to the operation of the voltage selection...
I know this is a totally different state reference, but maybe a similar trick might work for you...
In PA, all title work had to go through Harrisburg (State Capitol), when I used to need title work done, or anything needing to go through the capitol, I would take everything to my local state...

Yeah, hooking up to it with your CD is easy as pie...if there is a "Radio Trash" store around within driving distance you can be hooked up and ready to go in no time....

Before you pull the whole IP off, I would do as derby suggested, pull the linkage apart for the stop solenoid and make sure it's moving very freely....you may still have to end up pulling the IP, but you might just get lucky and have to...
Those kind of "junk yard" dealers need to step back and look at this from another angle. This hobby is just like any other hobby. Something is only valuable if someone else wants it bad enough!!! Considering the amount of time and money it would take to get any of those pieces back in good...
