My 802 only fires on one cylinder cranking in cold temperatures, so, no start. My first guess is to check the "glow plugs" though that is not what they are called in TMs on this. I suppose it is possible a wire is loose or broken on heater relay also.

Won't comment on electric pump system , as I don't know what you have, but if you keep it electric, it would be good to put a block off plate where mechanical pump is, as it can develop a pretty good oil leak when its diaphragm goes out.
It is possible the plunger control assembly in the IP could be gummed up. That would go along with it sitting for a while. You could try adding some solvent to the fuel and letting it cycle though in prime position.

I agree, a clogged fuel filter will cause your symptoms. This may be you only problem.
