Just a heads up that the 017 & 018 are both loud and thirsty 3600 rpm gasoline burners. They will cost a lot more to run, per hour, than their newer diesel (or older gasoline 1800 rpm). Could be a good project, thought you should know before you invest a lot.

Since you asked for thoughts..guesses.. I doubt it is the cam. Most likely something wrong with the IP, its plumbing, or some other fuel delivery issue.
If the dash cover is grey, it is also 'kind of original' as this is what the govt replaced all their cracked originals with, if you don't want to bother with the paint.

Fan clutch should have some resistance, but you should be able to move it all the way around with very little force. Worst case scenario; it fails and sends the fan though your radiator.
I remember reading somewhere that Canada had some M-1010s in military service until recently. Perhaps some of the details were different. If it came from the US, it probably has a military registration number stenciled somewhere.
