That is the way it should be, the service side should just have a vent on the gladhand, but some trucks like my M923A1 also have a ball valve, (THAT YOU DO NOT TURN OFF) if you do your service brakes will slowly come on.
In AZ if the Vehicle is 25years old you can get Historic plates, your truck will be able to get them next year (2022). I think you will need a level one inspection.
Castle Bravo may have more info. for you. For this year you may have to pay the commercial fees for the truck.
Sorry I do not remember the cost, But I know it was less then new shoes. Any Brake and clutch shop should be able to do it.
