Depending on ctis setting and vehicle you may have limitations. Try unplugging the ctis controller and if that dosnt work put it into mode and then out.
i think the local mil unit has the older style prolink they use. The snapon computer costs more than the truck. I have had good luck with the keypad trans error codes leading me to any issues. It would be nice to peek inside the trans computer and see what variables there were. Maybe with a...
Normally I would have spares but I have 3 4x4s I am trying to put together. Its all the door stuff thats hard to come by. Alot of the little stuff is current in the mil system but bae is the supplier on alot of it and they wont sell to non gov.
In general I prefer to have matched tires. The system allows the front and rear axles to turn at slightly different speeds if the center diff is not in locked mode. Front and rear diffs are both one legs so slight differences in tires will not really affect anything. You shouldnt use locked...
24 volt power relay should actuate with the dash main power switch. This provides 24 volts to the trans control and fuel solenoid. Thru breakers of course. Corrosion on board contacts can cause issues. I have the replacement contacts and the plastic pieces that hold them into the board.

I do it with a forklift. You can use a big a frame and chain hoist. I have an attachment that clamps on the fork ends I chain the engine to it. Years ago befor I had a forklift I would have the engine ready to pull and call a local tow truck company with the older style boom wrecker to come down...
