Typically the LED headlights work with 24 V systems BUT the outer signaling lights require 12 or they will blow out.

GTO hood tachs had a fogging problem. Cure was air line to HVAC system to blow air in. Wonder if that will help cheap Red China headlights.

Seems like you either need to use lighter grit and sand a little less OR paint thicker coats. Been there. Done that.
