Don't know of a reason why to go away from the GL-90 that comes in the trucks. It works just fine and I doubt you're going to drive the truck enough to wear that oil out.
I would just get a chase vehicle with flashers. If you can't do that then flashers on the truck and watch the traffic coming up behind you. I don't think a SMV sign is necessary.
Until recently vehicles that I've seen didn't always have plates. GSA vehicles did (the F-series trucks, Chevys, etc) but CUCVs did not. Also am seeing semi trailers being issued these plates. From what the article also states is that the plates are changing which now will include expiration...

You may or may not notice a lot of difference. Taller tires equals less RPM but more mass to turn. So what improvement you get by taller tires has the possibility of being offset by the additional power requirements to turn those tires.
Another way of doing it is painting the parts that are covered when the vehicle is assembled, then assemble the cab and paint the unpainted sections and bolts in one shot then.
